Technical Architecture, HIPAA Safe Harbor Standards & Data Governance
MedFill is an ephemeral administrative documentation copilot engineered for private medical practices and solo clinicians. Unlike legacy healthcare software that maintains persistent patient databases on central servers, MedFill operates on a Strict On-Device De-Identification Architecture. Protected Health Information (PHI) is never saved at rest, never used for training foundation AI models, and never accessible across clinics.
In strict accordance with 45 CFR § 164.514(b) (HIPAA Safe Harbor), patient identifiers (names, dates of birth, policy IDs, and phone numbers) are masked inside browser memory on the local workstation prior to network transmission. Cloud language models only receive de-identified clinical narratives.
Generated CMS-1500 claims and clinical letters are compiled directly on the clinician's computer using client-side vector engines. The completed, signed document is downloaded directly to the local file system without passing through centralized servers.
To satisfy 45 CFR § 164.312(a)(2)(iii) (Workstation Security Rules), active in-memory encounter sessions automatically self-purge after 30 minutes of inactivity. Memory is entirely volatile and purged upon tab closure.
Internal audit ledgers store exclusively SHA-256 cryptographic hashes and execution durations to record completion timestamps. Zero patient chart text, diagnoses, or identifying details are stored in the database.
| Regulatory Standard | MedFill Implementation | Compliance Posture |
|---|---|---|
| HIPAA Privacy & Security Rules | Client-side Safe Harbor de-identification & volatile RAM execution | Exempt from PHI Ingestion |
| False Claims Act (31 U.S.C. § 3729) | Mandatory provider attestation gate prior to CMS-1500 claim download | Human-in-the-Loop Gated |
| ADA & GINA Non-Discrimination | Prohibits medical diagnosis disclosure on employer excuse slips | Strict Privacy Shield |
| ACA Section 1557 (Language Access) | Bilingual clinician translation review notice stamped on Spanish exports | Statutory Disclosure Compliant |
